Cormac, on behalf of Cornwall Council, is inviting comments on a proposal to construct improved walking and cycling provisions through Newquay to provide a continuous link from the Barrowfields in the east, to the SW coastal Path Tramways in the west. This consultation is focused on phase 1 of the 'first and last mile' measures that will improve active travel. This phase of the proposal includes construction of a widened shared use path along Narrowcliff beginning at the junction of Edgecumbe Avenue and running until The Barrowfields. Construction for this phase is due to begin in January 2025.
Phase 2 of the 'first and last mile' measures is currently in the design process and will be consulted on at a later stage, with construction planned for October 2025. Phase two will focus on the section from Edgecumbe Avenue to Oakleigh Terrace and will look at continued pedestrian and cycle facilities, crossing points, parking amendments and bus stop alterations. This will encourage Active Travel at the interchange of bus/rail/cycle facilities.
Separate investment is being made into the Mid Cornwall Metro (MCM) Rail links that will link Newquay to Falmouth via an hourly, direct train service on the existing railway line, connecting four of Cornwall’s largest urban areas: Newquay, St Austell, Truro, and Falmouth/Penryn.
A previous consultation was held in February 2024, hosted by Cornwall Council, Network Rail and Cormac, to obtain feedback on the wider Mid Cornwall Metro scheme, including Rail improvements and first/last mile highways improvements. Since that consultation, Cormac, on behalf of Cornwall Council, have developed the pedestrian/cyclist improvements for the first/last mile improvements. Additionally, a construction timeline has been established which has identified that the highway improvements will be undertaken in two phases. This is to not impact on the summer trade for businesses in the area. As such, phase 1 is to begin construction in January 2025.
The Levelling Up Fund (LUF) will enhance access to jobs, skills, education, healthcare, and amenities in one of the most economically disadvantaged areas in the UK, as well as supporting economic growth and distributing benefits across the region. It will support the cleaner, greener, fairer and more inclusive Cornwall that local people want. The project will provide improvements of pedestrian access to and from Newquay Train Station and a safer pedestrian environment throughout Newquay.
The purpose of the scheme is to enhance pedestrian facilities, whilst creating an improved streetscape and safer active travel through Newquay.
