2018 Community Governance Review
-North Devon Council

26/7/2018 to 26/9/2018

North Devon Council is undertaking a Community Governance Review (CGR) looking at the electoral and administrative arrangements of towns and parishes across its area. The review will take place between 26th July 2018 to 21st February 2018. North Devon Council’s warding patterns have been reviewed by the Local Government Boundary Commission and altering these boundaries has identified a number of issues that could affect Parish Councils and boundaries. The timetable for the CGR is set out in the terms of reference. This process is due to be completed for implementation at the Parish Council elections in May 2019. Due to the tight timescales, it is proposed that the review should be focused on the key issues at present as identified within the terms of reference. A wider CGR will be conducted following the next Parish Council elections. As a first stage of the review, we are inviting your views on what, if anything, need to be addressed as part of the review. A CGR is a review of the whole or part of the Council’s area to consider one or more of the following: • Creating, merging, altering or abolishing parishes • The naming of parishes and the style of parishes • The electoral arrangements for parishes, including the year of elections, council size, warding and the number of councillors to be elected, and • Grouping parishes under a common parish council or de-grouping parishes. In undertaking a review, the Council is required to take into account the impact of community governance arrangement on community cohesion and the size, population and boundaries of a local community or parish. If the Council is satisfied that the recommendations from a CGR would ensure that community governance within the area under review will reflect the identities and interests of the community in that area and is effective and convenience, the Council will make a Community Governance Order to give effect to the changes.
